Similarly as with any none palatable topper you add to your cake, we would suggest that you coat the parts contacting the cake with Safety Seal to make it food safe. For this situation, you can dip the stick some portion of the topper in Safety Seal.
It is prescribed that you place the pic in a reasonably estimated posy pic before embeddings into the cake.
